Notes¶
- FR-009 scopes lint to staged Kotlin files only — this is a scope boundary, not an implementation detail, and is intentional.
- Bypass behaviour (FR-008) is noted as SHOULD (warning) rather than MUST (block) since
--no-verifyis a standard Git escape hatch that should not be removed.
